To assist with the co-ordination and monitoring of the day to day activities across the team in order to provide comprehensive Payroll, Pension, Travel/Expenses Services and input of all contractual information to the HR systems for all employees of the Client Organisations. To manage staff in the department and ensure that adequate training and knowledge is provided to ensure a high level of competency. To have an extensive knowledge and understanding of all systems used in the department and co-ordinate working between the various sections of Payroll Services Role specific duties and responsibilities The post holder will undertake the following duties and responsibilities PAYROLL SERVICE * To ensure the establishment and documentation of robust controls and procedures resulting in accurate and efficient processing. Ensure that all prime records are maintained and are regularly and accurately updated to meet the requirements of Statutory Regulations, Standing Financial Instructions, Departmental Procedures and other guidelines. * Responsible for the co-ordination, supervision and harmonisation of all payment activities to ensure an efficient and accurate payroll service is provided to Client organisations, in line with Service Level Agreements, ensuring targets are met, in particular the timely and accurate production of weekly and monthly payrolls so that all employees are paid correctly and promptly. Foster a customer-focused culture within the department. * Ensure compliance with the employer's code of procedure for payment or deductions of Income Tax, National Insurance, Pensions Statutory Sick Pay, Statutory Maternity Pay, Statutory Paternity Pay, Statutory Adoption Pay Student Loans and Travel and Expenses so that Clients meet their statutory obligations. * Interpret and implement changes affecting pay quickly and correctly. Hosted by NHS England * Ensure that relevant advice is available to staff and managers as part of formal training sessions and individually. Ensure that all payrolls are balanced throughout the year and agreed to general ledgers. Co-ordinate the submission of all end of year returns * Communicate or meet with staff and mangers to resolve contentious or complex issues such as staff overpayment. * Ensure that all urgent payments are appropriately authorised and recorded on the payroll systems. * Ensure that you and staff are updated on all developments and changes to the ESR system and other systems used by the department PENSIONS * To assist and train the team on Pensions maintenance and adjustments * To coordinate Total Reward Statements maintenance for pensions * To coordinate Pension Auto Enrolment CONTRACTUAL CHANGES * Responsible for all contractual changes, terminations and new starters for all contracted ICBs * To ensure suite of change forms are suitable and user friendly * Management of Payroll Assistant who will be responsible for the input and accuracy *…

This is an initial 12 month fixed term contract, with potential to be made permanent. As Payroll & Benefits Manager, you will report into the Chief People Officer and will work autonomously to deliver a quality UK payroll service to employees. Duties include: * Preparing accurate high volume weekly and monthly payrolls within a team * Ensure all basic data including new starters, leavers and contractual changes are processed in line with payroll cut off dates * To compile, prepare and complete uploads of monthly allowances, timesheets and deductions * To establish and maintain good communications with all areas of the business and its employees ensuring service levels are maintained and an excellent service is provided at all times * To fully investigate all queries on behalf of employees and respond within service levels and react to incident resolution * To ensure effective communications with HMRC regarding tax issues and queries with student loans, tax codes and tax queries.
